Can't activate the game in another country

I bought this product as a gift for my brother in Russia (order 8CB8DFA2A6A62E).
According to the information on your site, this product can be activated in Russia (see screenshot in the link attached below). For some reason, he wasn't able to do it.
Could you please help us with activation?
If this action is not possible, in principle, then I would like to request a refund of the money.
